Door bell or signal bell?

Trying to figure out the wiring, but it looks as though it is most likely low voltage, not line voltage.

Any chance you can follow the wiring to the other end(s)?

Welcome, just guessing on the first one but it looks like a fan speed controller or a volume controller to me. Do you have a whole house exhaust fan? A whole house sound system? Can't even guess without seeing the porch, the rot or the chimney... Radiator heat is wonderful, have had it in many homes. Always worth having a heating professional check the system. Please, please keep the original windows...original windows and storms are better than any new window you would def...

Removing the first course of shingles and replacing with PVC or PT lumber would help. If you can re-grade the existing landscaping to lower the elevation and make sure it slopes away from the building would help too. I had similar issues when repainting my 1907 cottage. Luckily for me the siding is shingles so I could simply re-shingle the areas around the problem trim if the trim was good.
