The homes in Westhave range from 3 bedroom townhome for $250
big houses are 500-650 and then the big guys go up to 1.5

I don't know where the 4" rule applies to a fence. For decks and porches with drop offs it is the rule.
I would think if you leave a 8" gap then the youts will be prone to forcefully removing one more to get thru.
