I had to do this in spots, for the same reason you did-I used a gel paint remover-i think it was strip-eze-then a plastic scraper-then A RESPERATOR (where is the darn spell check on this board!!?)and sanded: remember what you are sanding may be lead paint residue, or have asbestos in it...This technique works well on small spots, but I probably wouldn't use it on a whole wall...
