Remove Electric Main conduit to replace siding?

I have an 1878 Victorian with an unfortunate convergence of utilities and gutter at one corner of the house (see photo). Chronic water damage has led to rotting of many cedar clapboards. I am anxious to replace several clapboards and can easily remove gutter and irrigation head but I'm at a loss how to get at the clapboard above the sill which is totally rotted and has a huge hole.

How complicated would it be for an electrician to temporarily remove this? Would I need to involve the power company? Would I have to shut down power to the house?
