Steel garage--how do I paint/repaint?

I live in a house built in 1948. In 1956, a one-car steel garage was constructed. Yes, it's entirely made of steel including the roof (except, ironically, for the garage door.)
I bought the house in 2009. The garage has reached the point where the paint is peeling quite a bit and I'm not sure how to go about re-painting it.
Do I powerwash? Do I sand? Do I use rust converter? (there are some rusty bits at the window and where some of the bolts are.) Do I need to contact a company to do the work? Should I be concerned about lead paint? Do I need to remove all existing paint and start from scratch?
Any experience/advice would be appreciated.

I highly doubt if you have lead paint issues, although you can buy a cheap test kit and see. I take it these were factory finished panels, not painted in the field? I'm looking at same situation on my barn right now. The local paint specialist recommended powerwashing with highest power needed to remove loose paint and chalking, then follow with a good all-purpose primer and topcoat. They didn't seem to have a preference for oil-based or water-based for top coat. If you have any red rust, you'll have to pre-treat for best result. I'm trying to get a company to give me a quote right now as it's a big barn, but I assume it can be a do-it-yourself project.

Why dont you hire any professional for this task?

Well hiring a professional painter would be easiest, but expensive. If you have the right equipment and skill you can do diy just watch some clips via youtube.
