how do I repair cut off wood shake?

I have an 1890's foursquare that long ago was wrapped in that tacky 60's era aluminum siding. The wood siding underneath is wood shakes on the top and clapboard on the bottom. The half way point where the two meet used to be an edge that curved outward, so the person who put the siding on hacked it off. So the house has this beautiful siding, but the bottom couple of shakes have been sawn in a line clean off. So there is a line about a foot and a half tall all the way around the house where there is no siding at all. Thank God they didn't rip out all of the trim.

My question is:
How do I put in new shakes on the bottom, when the bottom of the shakes have been sawn off?
