Window Condensation remedy

Hello all and thanks in advance for your input. I am fitting my original wood sash windows with metal weatherstripping - which is a lot of work. I put on new 2 track exterior storms. The problem I am having is condensation on the inside of the storm window. I understand that even though I have weatherstripped there is still air leaking in between the windows. How do I control the humidity so I don't get condensation and ice (when it gets real cold)?

I was thinking of putting 3/8" covered vents in the storm window frame at the top and bottom. Anyone ever try this?

I'd like to continue restoring the windows but may be forced to go to replacements.
