Cultivation breaks up soil crusts and eliminates weeds and volunteer perennials which may have self seeded. Shallow cultivation reduces the danger of root damage to the perennials. Cut weeds off just below the soil surface with a sharp hoe. Some chemicals are labeled for use in flower beds but tend to be short lived. Mulching not only reduces weed problems, but helps conserve moisture.
