Personally I never use metallic covers near sinks or baths or areas that may present electrical hazards.
They make great ground plates. It's just a thing with me, not a code issue.

Hard to say without close inspection of the panels. If the lead and putty is in bad condition and literally coming apart the window gets releaded.
