Old smelly cistern

We have a cistern in our basement that appears to have three chambers. One outside with a metal lid (presumably for periodic filling) and a two chamber part in the basement. It is no longer in use and although I've pumped as much water out as possible and added bleach to the little that is left, there is an awful smell in the house from it. What Can I do?
