Need some help

Does anyone know what this is? It is connected to 2 wires and is along the baseboard in a 2nd floor hallway. Any help would be greatly appreciated.

I'm not sure. But I think this may be the previous owner's hydronic baseboard heating elements or may be dis-connected the electric supply.
